Introduction of STEBs
Passengers departing from the Kansai International Airport and continuing on their journey using a domestic airline at an airport overseas may now purchase liquids such as alcohol or cosmetics over 100 ml by sealing them in STEBs. However, the seal must not be broken until the passenger has undergone a security check at the connecting airport.
STEBs
(acronym for Security Tamper Evident Bags)
This is a special bag to which special international rules apply to prevent illegal interference with liquids. The bag has a special specifications allowing an inspector to confirm that the bag has been opened after it has once been sealed. If the bag is opened before the passenger has undergone a security check, the passenger will not be allowed to pass through the security inspection point at the connecting airport.
Remarks and precautions
*Note that there are countries and regions where STEBs has not yet been introduced. Ask the staff at the duty free shop where you make your purchase about whether the connecting airport has introduced STEBs.
* Connecting airports may require an inspection of the liquid sealed in STEBs.Be aware that this may be waived at the discretion of the local security officer on duty.
*Passengers without a connecting flights may carry-on items purchased at duty-free shops after undergoing embarkation procedures as before.
